Emergency Management Director
Duties and Responsibilities
The Gladwin County Office of Emergency Management/Homeland Security is the local face of the Department of Homeland Security. Emergency Management coordinates emergency and other disaster activities. Responsibilities include the five phases of Emergency Management.
- Prevention focuses on natural disasters, man-made hazards, and terrorist activities. Preventive measures provide protection; however, not all disasters can be prevented. Loss of life, injury, and property damage, can be limited with planning.
- Preparedness is an evolving cycle of planning, organizing, training, equipping, and evaluation.
Training on, and exercising plans focus on readiness to respond to incidents and emergencies. - Response is the coordination and management of resources. It uses the Incident Command System in an all-hazards approach; to protect life, property, and the environment. This phase is a reaction to disasters and emergencies.
- Recovery: This phase begins immediately after the threat to human life has subsided. The goal is to restore critical community functions, manage stabilization efforts, and return to normal activities.
- Mitigation lessens the impact of disasters and emergencies to reduce loss of life and property.
Structural mitigation actions change the characteristics of buildings or the environment.
Non-structural mitigation entails adopting or changing building codes, and local ordinances.
Gladwin County has an Emergency Operations Plan with contingencies for all types of disasters. The plan is updated for changes in the community and potential threats.
The Emergency Management Director works with the requirements of the Department of Homeland Security and from the Michigan State Police Emergency Management/Homeland Security Division. The Director also prepares grant applications, periodically inspects equipment, develops the Hazard Mitigation Plan, conducts readiness drills, and maintains relationships with first responders and other agencies throughout Gladwin County.
